It's also possible to simply make a map that gives players multiple titans at the start of the game, no mods required. Requiring the player to conquer a rare, very powerful neutral planet with a titan of its own makes it not be a feature in competitive games (even if it shows up, the fleet required to take these planet means the player attacking one is likely very vulnerable), but gives single players a fun challenge and unique content. Basically having multiple titans as a standard feature would be too OP, and the AI wouldn't be able to use that anyways. In Star Wars Interregnum - and perhaps others, multiple titans can be purchased only from special, heavily guarded shipyard worlds. Galaxy forge is something external from Sins:R. I am not refering to the map editor from inside Sins:R, which only allows you to edit limits, still mostly designing maps for you. That seems weird why would the ability to build more than 1 titan be map-based? If you do not use the Galaxy Forge Map customizer for Sins:R, you will not be able to help.
